Digital governance and its role in enhancing the effectiveness of public policy-making in Iraqi government institutions

The research aims to analyze the impact of digital governance in enhancing the effectiveness of public policy-making within Iraqi government institutions, by explaining the nature of the relationship between the dimensions of digital governance and the level of efficiency of government performance and public decision-making. The research was based on the descriptive analytical approach by presenting theoretical concepts related to digital governance and public policies, analyzing the reality of digital transformation in Iraqi government institutions and the challenges facing the implementation of digital systems. The research found that digital governance contributes positively to improving the quality of government decisions, enhancing transparency and accountability, raising the efficiency of public services, as well as its role in accelerating information exchange and supporting public policy-making processes. The results also showed that Iraqi government institutions still face a number of obstacles, most notably the weak digital infrastructure, lack of technical competencies, weak electronic integration, as well as challenges related to cybersecurity and digital legislation. The research confirmed that the success of digital governance requires the development of technological infrastructure, the promotion of digital culture, the modernization of legislation related to digital transformation, in addition to supporting electronic integration between government institutions to improve government performance and achieve sustainable administrative development in Iraq.
